The social partners who manage the Arrco (for all employees) and Agirc (for managers) meet Thursday to negotiate the future of the two pay equity plans. The issue is important for the 18.5 million of private-sector employees: pensions paid by the two complementary schemes represent, on average, one third of the total of a non-management pension and 55 of that of a framework. The Arrco and Agirc the pay one quarter of pension in France, all schemes combined (see chart).
Unions and employers reluctant to disclose their game, as social relations are the heavy legacy of the conflict of pensions. "The unions are marked by the absence of cooperation that prevailed during this period," noted Jean-Louis Deroussen, future negotiator of the CFTC.

They will nevertheless agree as early as Thursday on at least one point. The AGFF device in place in 1983 when the retirement age was lowered to 60, expires on December 31. Without AGFF, employees on retirement from next January 1 would suffer a reduction up to 22 of the supplementary part of their pension.

"The pension reform is already enough anxiety-provoking, should reassure the employees now", argues Jean-Louis Malys (CFDT). Still to agree on the duration of the stay. FO and CFDT require six months, which would lead to the July 1 date of entry into force of the reform of Basic. The CGT would prefer three months.
