The crisis of the CPE balance by a double bill. Loaded to rehabilitate their premises, the universities will have to crop on their own budget and waive, in some cases, investment spending ("Les Echos" of yesterday). The Government should finance the announced device week last to replace SCE. Dedicated to young people most in difficulty, the "route of access to working life" is not without effect on the finances of the State: EUR 150 million must be identified in the second half of 2006, and 300 million next year. All of the amounts allocated to the Ministry of labour (13 billion euros), relatively small program. Nevertheless: the Minister of employment and social cohesion, Jean-Louis Borloo had to free up resources to ensure its implementation no later than July 1. "The device will be financed by a redeployment of appropriations for the Department of employment," assured Dominique de Villepin, and Finance Minister Thierry Breton, confirmed yesterday that "no additional euro does will be spent.
Delay on some programs

Tour of legerdemain is made possible by the fact that a number of other projects start as quickly as expected. Three programs are particularly targeted. The Government will reduce the envelope contracts in the non-market sector, and in particular contracts for the future: 792 million euros are budgeted this year for the latter, which corresponds to 200,000 new entries. However, only 9.848 contracts were signed in the first two months of 2006. The second programme is the houses of employment. One 100 houses have been "labelled", but only a few have emerged. Part of the 128 million euros provided for the establishment of 200 houses of employment before the end of December will therefore be redeployed. Finally, the envelope of EUR 250 million which was to be assigned to the exemptions for the jobs of service to the person will be reviewed downward. A total reduction of these three programs should reach EUR 70 million for the "route of access to working life" this year. The remaining 80 million will come from the report credits not used last year.
Last year, the Department is operated all of its resources since EUR 1.2 billion have not been used. "The homes of the employment cost cheaper than expected and contracts in the market sector did not take the flight that we hoped," details are in the entourage of Jean-Louis Borloo. Thus EUR 397 million were deferred on the 2006 year, nearly one-quarter will be therefore devoted to the accompaniment of the young people most in difficulty.
The envelope of the contracts for the future
Other expenditure announced these days will be, for the most part, funded by redeployment within the Department of social cohesion: 50,000 jobs helped to be created next reconvenes in schools should there still be covered by the envelope of 200,000 "contracts for the future" planned in 2006. However, the Ministry of National Education must support the differential between the State, and the wage paid to the beneficiaries of contracts, at a cost estimated at 20 million this year.
The new measures granted to the sector of restoration for 2007, they are also supported by Jean-Louis Borloo, at least with respect to their more expensive branch. Monthly flat-rate aid introduced in 2004 by Nicolas Sarkozy already represent 450 million euros this year. Their adjustment should increase the invoice of 150-200 million additional euros next year. Will add provisions of tax policy that will appear, in lower revenue of the general budget of the State. Bercy nor the Ministry of SMEs are in sales. But according to our information, the tax deduction of 15,000 euros given could then work to the standards of the hotels and restaurants represent alone up to EUR 100 million per year.
