Ladies and gentlemen, I am one of the links of a long string of Prime Ministers, who, each in turn, have had to face difficulties, often serious, sometimes even of real crisis. Each of them has acted in his soul and conscience and what she or he, believed to be the fundamental interests of our country. I of course join me in this tradition. But, today, I have the feeling to be, at a time very dramatic in the history, facing unprecedented economic and social shock.
That is why I believe that it we must separate what today is predictable and known of which is uncertain and, worse yet, elusive. I turn therefore to our proposals both at the global level and at European level and, finally, I'll develop my proposals for the France.

For the g-20, during the French Presidency, our determination is total: to avoid or prevent new financial shock, to avoid the tensions of change, called fast "currency war" and finally stabilize the sometimes erratic developments in the price of scarce resources. Three subjects, it is the second which appears to us as the most dangerous or, more exactly, on which interests legitimate of the euro area, and therefore of the France, are not really taken into account. This is why we consider that the European Central Bank (ECB) should be responsible for the strategy of the Exchange in coordination with the European Council, without changing the existing treaties, since she is in charge of the inflation, and thus imported inflation, and therefore, the exchange rate.
On Europe, defending a French position, which is not always confined to German performance boundless admiration, defend four positions. The first concerns the role of the ECB and the European Council in the strategy of the Exchange. The others return to put more reason in the development of the euro area. I personally opposed, on several occasions to the unrealistic notion that the eurozone should explode because it was composed of heterogeneous elements. What parse error! This is obviously the opposite position to be support.
But for this to be coherent, we must identify financial resources at the level of the area that allow it to rescue a country which would be in trouble, either financial or macroeconomic growth. We will therefore propose in this context, devote a tax specific to this Fund of structural support to the economies of the area who are in difficulty. The other two proposals to impose themselves. We cannot imagine that the fate of the euro area countries is subject to the exclusive judgment of three rating agencies, and we will therefore propose to request each Central Bank, and in particular to the ECB, to develop their own rating activities. Similarly, we will support efforts that derivatives are used primarily for purposes of coverage against the risks. Finally, we will propose the amendment of the rules of budgetary stability in Europe, which should lead to the disappearance of the deficits in periods of growth and, on the contrary, the possibility of exceeding the 3 rule if the situation is very difficult. It is at the top of cycle, and not in a recession, the need to balance public finances.
But it is in the France, of course, that we will devote all our efforts. We want to scan a setback of hand "déclinistes" theories and thus, at the end of the account, protectionist. The capacity of our Government are very significant. The France is not feet and fists bound, it will be what the French want to be. Our passage is certainly very close, and yet, we must return to the balance of our public finances in a period of three years. How do I In trying to maintain two concurrent ambitions. The first is to reduce public spending, but in a massive movement for the reorganization of the administrations of any nature, which is the only way that allows to obtain the accession of officials and concerned public officers. This means that we must deliver the ambition of the organic law on the statutes of Finances (LOLF), who was in it the seeds of a profound cultural transformation of our public devices and which was in fact abandoned at the time implemented or is implemented the General review of public policies (RGPP). No ambitions will not happen without a stronger growth that that which is announced (around), especially in an environment marked by aging, increased health spending... We must therefore refocus public spending on investments that promote long-term growth. At the launch of the large loan, we have perhaps been animated concern for too large administrative rigour. There are many effective projects to support. My Government will accelerate the implementation of the large loan. And then we have three main reforms to engage. Taxation, labour market and of the knowledge economy. The guiding axes of the tax reform are well known. Promote labour, stimulate innovation, protect savings, wishing to what can be devoted to long-term investments. But the tax reform has other objects, and in particular the streamlining of aid for the recovery of employment. Need be recalled that we have several different aid on this plan The EPP (bonus for employment), RSA (revenue of active solidarity), the housing allowance. It represents about 50 billion euros. These mechanisms are very largely incoherent and perhaps ineffective. One of the priority tasks of my Government will be to bring and especially to aid based on principles of real time. On the labour market, we in much talked in the past years without much action. My belief is that we have five major themes to be addressed: firstly, a very specific look on the reduction of social charges for the non-skilled work, with a policy of improvement in earnings in the sectors where this seems not to have adverse effects; then, the implementation of that at other times, has been called the "flexicurity", and that is simply the idea of risk between employees and employers in a manner more adapted to the modern world; and finally, to make urgent proposals both on the work of the "seniors", whose activity is particularly low in France, and on the employment of young people, including the unemployment rate is at home, without equivalent in the other major developed countries. Energize the fabric of SMEs by a renovated taxation, constructive links between major groups and SMEs as well as between the educational system and SMEs is another priority for employment. Finally, third reform, to the knowledge economy. Improve the quality of teaching and research is the only way - I say the one-d-' stop the vicious circle of deindustrialization and compete effectively both with the United States with emerging countries. As such, I am committed, under the authority of the President of the Republic, to further increase the budgetary means available for education and research. I undertake to deposit on this theme a Bill early in the year 2011.
I consider that my Government is immersed in a world economic war and that this war, the France has the means to win while preserving the values our solidarity and social cohesion.
