The Secretary of State for employment Laurent Wauquiez, presented today in Council of Ministers the draft law guidance and vocational training. In its final version, the text transcribed, in minor details, the interprofessional national agreement concluded on 7 January by all unions and employers organisations. The Act should be adopted "before summer" and the reform enter into force on 1 January 2010.
What is the objective of this reform of vocational training

The current system has not sufficiently evolved and produces strong inequalities. It is mainly funded by SMEs but benefits mainly to employees of large companies. The public the more distressed, as the few skilled and senior citizens, are those who benefit the least. It put the system at the service of employment. Training is a formidable weapon anticrise and, in a labour market that is constantly evolving, it becomes the lever of any modern employment policy. The reform we have desired with Christine Lagarde will give the individual at the centre of the device.
How to refocus efforts on priority public
The agreement of the social partners provides the creation of a Fund for securing routes 900 million euros which will be operational in 2010. These amounts will be primarily devoted to the training of the unskilled and the unemployed, with aims to form respectively additional 200,000 and 500,000. This Fund will be managed by trade unions and employers, and a framework agreement with the State, that we will prepare as early as this fall, will define the modalities of intervention of the Fund. In addition, all of the collected funds next year 1.2 billion will be sanctuarisés and reserved for the training of employees of SMEs with fewer than 50 employees. The terms and conditions of this enhanced sharing subject to discussions, including with the CGPME and UPA.
The redesign of the organizations of formation (Opca) fundraising is at the heart of the Bill. What objectives and timetable set
Opca collecting less than 100 million euros will have to regroup before end of June 2011, to agencies in the final 15. I wish to the tightened schedule. Currently, the Opca are organized in vertical logic of trades too narrow and inappropriate to the labour market. Need to break more quickly. The purpose is not to make economies of scale but to achieve the necessary critical size: needed of Opca powerful enough to convene several trades and organize gateways. Today, areas such as the health or sustainable development struggle to recruit and do not have the means to finance enough training. It is absurd! The money must go there or are the needs and jobs. I also want to put an end to the opaque practices. In the future, the State will conduct a budgetary control of the Opca every three years. It is high time to establish a culture of transparency.
What new rights reform must provide employees
More no one can be denied training on the sole ground that it is provided in another region than his own. And, at the same time, we will develop the mobility aids. Employees can also keep their individual right to training (DIF) after rupture of the contract of employment. I also want to make easier the course of the evening. It is a good tool of social elevator and the Act will make possible their support by the vocational training fund.
