The Government is also consideringt he develop new deposits

"Secure and develop internships, best gateway to employment": such is the objective of the Charter of student internship in business", signed yesterday by the patronat (Medef, UPA, CGPME, UNAPL), the representatives of the institutions of higher education, three student unions (Fage, UNI, BDP), and the Government.

The timing was finely resolved: signature comes on the heels of the launch of a commission on University and employment. And fifteen days after the burial of the PBS, it is for the Government a perfect opportunity to demonstrate that he fight against precariousness of youth.

He therefore wanted to strike hard: while the equal opportunities Act was limited to six-month internships post-cursus, the Charter goes further and the banned. "This Charter will limit abuses that exist", welcomes Laurence Parisot, President of the Medef. To limit their cost, employers indeed provide internships for young graduates that are struggling to get a true contract. Putting an end to these abuses, "100,000 jobs must be identified", welcomed the GSC. In contrast, the TCRC "rebelled against the lack of ambition" of the Charter and advocated "a real status of the student part of the Labour Code".

Dummy entries

Love these abuses, such as audiovisual, culture, advertising, or NGOs, sectors are: finite labour free and malleable. For some companies, where the use of interns to survive at lower cost, the blow could be fatal.

But the limit of such a measure is elsewhere: "post-cursus internships are also often demand for youth", notes the CJD, which however also to this practice. "Young people, often less skilled, hope thus complete their CV, earning places in the race to the first job or enter by the back door in a sector where their training have not been in the State", confirms the national association of HRD (ANDCP).

The risk, therefore, is that "fake University to have a convention, already many entries multiply." "Companies offer even to pay the registration because the convention protects them in the event of work", explains the HQP precarious generation collective, who refused to sign this Charter cache-misère. For the Government, the Charter barrier to this pitfall, because institutions commit to "assess the relevance of the course in function of the educational project". It would, therefore, possible to do an internship in finance by an inscription in Oriental languages.

Step of minimum wage

François Goulard, Minister delegate for higher education, believes that "we will need avoir to hundreds of thousands of internships" additional. A bet ambitious because large companies already bordered saturation. The Government is also considering-

t he develop new deposits. The Minister of public service, Christian Jacob, will "think" in the development of courses in the administration.

To not rein in SMEs, the Government has waived impose a minimum wage. Remains that the supply and demand will find it difficult to meet. "The sectors which could welcome more are also those that noses candidates," notes the ANDCP. And leaders should not pull the curriculum students little professionalization, as the social sciences. The CGPME does not hide: "It will be difficult to allow people whose skills have nothing to do with the company."
